Public Interest and the Judiciary in a Changing Society: How Legal Principles Respond to New Social Realities

Public Interest & Legal Clinic Center Colloquium 2026-II
Public Interest and the Judiciary in a Changing Society: How Legal Principles Respond to New Social Realities
The Public Interest & Legal Clinic Center at Seoul National University School of Law is pleased to announce its second colloquium, “Public Interest and the Judiciary in a Changing Society: How Legal Principles Respond to New Social Realities.”
The inaugural colloquium examined the roles and challenges of public interest lawyering in a global era marked by changes in governance and emerging technologies, with a focus on policy formation, regulatory reform, and institutional design. Building on this inquiry, the second colloquium turns to the judiciary—where legal principles meet the conflicts of a changing society—through a lecture by Justice KWON Young Joon followed by a discussion with Professor Soo Jin Lee.
Technological advances and structural changes in society are reshaping the nature of legal disputes and making conflicts among competing rights and values increasingly complex. These developments invite us to reconsider the relationship between changing social realities and established legal principles, and to reflect on how those principles operate in concrete disputes and what role the judiciary should play. This second colloquium will address these questions from the perspective of adjudication, exploring how principled judicial responses to new realities contribute to the protection of rights, the rule of law, and the public interest.
Justice KWON Young Joon of the Supreme Court of Korea, whose career spans legal scholarship and judicial practice, has explored a broad range of legal issues, with a particular focus on civil law, as well as intellectual property, privacy, international transactions, AI, and data. Drawing on the changing nature of disputes before the courts, Justice Kwon will revisit the enduring significance of legal principles in resolving complex cases. He will also share his insights into the judiciary's role in translating real-world conflicts into legal terms and applying abstract legal principles to concrete disputes in a sound and principled manner.
The discussion that follows will feature Professor Soo Jin Lee, whose work in economic law and AI governance examines the challenges that technological and market changes pose for the legal order and the public interest, and connects these issues with clinical legal education. The discussion will explore the scope and limits of judicial responses to social change, the place of the public interest in legal decision-making, and the roles and responsibilities of legal professionals. In doing so, it will extend the themes of the lecture to broader questions confronting law and society today.
