서울대학교 법학전문대학원 공익법률센터는 FOCUS | AI & Digital Society의 첫 번째 프로그램으로, 국제앰네스티(Amnesty International) 아녜스 칼라마르(Dr. Agnès Callamard) 사무총장을 초청하여 강연을 개최합니다.

생성형 AI를 비롯한 디지털 기술의 발전은 새로운 가능성을 확대하는 동시에, 딥페이크 등의 확산을 통해 디지털 성폭력의 양상과 피해의 범위를 빠르게 변화시키고 있습니다. 이러한 변화는 피해자의 권리를 어떻게 실질적으로 보호할 것인지, 그리고 기술혁신이 지속되는 환경에서 보다 안전하고 책임 있는 디지털 환경을 어떻게 만들어갈 것인지 중요한 법적·제도적 질문을 제기합니다.

이번 강연은 AI 시대에 변화하는 디지털 성폭력의 양상과 대응 과제를 출발점으로, 디지털 기술이 인권과 법·제도에 제기하는 주요 쟁점을 살펴봅니다. 피해자의 권리 보호와 권리구제 접근성(access to justice), 국가·플랫폼·기술기업 등 다양한 주체의 역할과 책임, 표현의 자유와 기술혁신을 존중하는 가운데 개인의 안전과 인권을 보호하기 위한 법·제도적 과제, 그리고 초국경적 디지털 환경에서의 법적 대응과 국제협력의 방향을 폭넓게 조망할 예정입니다.

아녜스 칼라마르 사무총장은 유엔 특별보고관으로서 중대한 인권침해 사건의 조사와 책임 규명에 앞장서 왔으며, 현재 국제앰네스티를 이끌면서 생성형 AI를 비롯한 새로운 기술이 인권에 미치는 영향과 이에 대한 대응을 주요 의제로 다루고 있습니다. 국제인권의 현장과 정책을 아우르며 축적해 온 칼라마르 사무총장의 경험을 바탕으로, 이번 강연에서는 AI 시대에 요구되는 법·제도적 대응과 거버넌스의 방향을 함께 모색합니다.

「FOCUS | AI & Digital Society」는 AI와 디지털 전환이 공익과 인권, 시장질서와 법제에 가져오는 변화와 새로운 과제를 다양한 관점에서 살펴보고, 기술과 사회의 변화 속에서 법과 제도가 수행할 역할을 모색하기 위해 마련한 프로그램입니다.

The SNU Law Public Interest & Legal Clinic Center is pleased to present the inaugural program of FOCUS | AI & Digital Society, featuring a lecture by Dr. Agnès Callamard, Secretary General of Amnesty International.

Advances in generative AI and other digital technologies are opening up new possibilities, while the proliferation of deepfakes is rapidly reshaping the forms and scope of digital sexual violence. These developments raise important legal and institutional questions about how to ensure the meaningful protection of victims’ rights and how to foster a safer and more responsible digital environment amid continuing technological innovation.

Taking the evolving landscape of digital sexual violence in the age of AI as its point of departure, this lecture will examine the broader challenges that digital technologies pose for human rights, law, and legal institutions. It will address the protection of victims’ rights and access to justice; the roles and responsibilities of diverse actors, including states, online platforms, and technology companies; legal and institutional approaches to protecting personal safety and human rights while giving due regard to freedom of expression and technological innovation; and legal responses and international cooperation in an increasingly borderless digital environment.

During her tenure as a United Nations Special Rapporteur, Dr. Callamard played a leading role in investigating serious human rights violations and advancing accountability. As Secretary General of Amnesty International, she now leads the organization as it addresses major emerging human rights challenges, including the implications of generative AI and other new technologies. Drawing on her extensive experience spanning international human rights practice and policy, the lecture will explore the legal and institutional responses, as well as broader frameworks of governance, required in the age of AI.

FOCUS | AI & Digital Society is a program designed to examine, from multiple perspectives, the changes and emerging challenges that AI and digital transformation bring to the public interest, human rights, market order, and legal frameworks, and to explore the role that law and institutions should play amid ongoing technological and social change.
